The Virginia Highway Use Fee (HUF) is an annual charge applied to fuel-efficient vehicles and electric vehicles (EVs) at registration renewal to offset lost gas tax revenue for road maintenance. 

How the Fee Works

• Target Vehicles: Applies to vehicles getting 25 MPG or higher and electric/alternative vehicles. 

• Calculation: Based on an assumed average of 11,600 annual miles driven compared to a baseline 23.7 MPG vehicle.

• Cost Range: Varies by fuel efficiency, starting around $6.86 for 25 MPG vehicles and scaling up over $130 for electric vehicles.

• Payment: Collected by the Virginia DMV during registration or annual renewal

THIS is how they REWARD PEOPLE for driving HIGHER Fuel mileage vehicles that they SCREECH AND DEMAND that you buy!! AND they even penalized you if you didn't!! NOW they penalize you because you did!!
