Your post is way off. Many delivery people have more interest in their hairdo, fingernails and tattoos.
Professionalism and pride in a job well done went bye bye long ago for so many people.
It's NOT the tracking that is the issue. PERHAPS the delivery, but in your case, the PHOTO proved where the issue was, which is the whole point of photo delivery tracking. SOMEONE can fix it. Under the current ballot delivery system, NO ONE can fix it because NO ONE TRACKS IT!!
