There is NO POWER granted TO THE PRESIDENT to have ANY POWER TO SPEND MONEY!!!

Any "proposed budget" submitted is ONLY SHOW and has NOTHING TO DO WITH THE ACTUAL SPENDING DONE BY CONGRESS. Now, they MIGHT take into consideration what is suggested, BUT THERE IS NO LAW THAT REQUIRES A BUDGET PROPOSAL BE PASSED BY CONGRESS, MORON!!!
