If the clown were to have "declassified" a list of US intelligence agents imbedded in Russian government, that would still be treason, regardless of what "classification" the document had by virtue of the actions of the person committing treason.

Now, in the case of your boy Bye-DONE, he most likely STOLE DOCUMENTS to sell to the Chinese and also used them to blackmail the Ukrainians.
