There is NO PROCESS required of the President of the United States and in NO LAW you can find will say otherwise. By the mere fact he is the DULY ELECTED PRESIDENT, and Commander in Chief of the Military, he has full Constitutional Authority to declassify anything at will and in any manner he chooses.
