That is correct when you are dealing with a GOVERNMENT AGENCY like the CIA, FBI, DHS, etc. that is required by law to go through a PROCEDURE to declassify anything. The part you DO NOT seem to understand and accept as being FACT, the PRESIDENT is NOT required to use ANY procedure of any kind.
