CONGRESS does NOT give up it's AUTHORITY to make monetary policy and pass regulations accordingly since the CONSTITUTION assigns that to CONGRESS. Congress can DELEGATE all it wants, but they ALSO can pass legislation that ENDS that delegation at WILL!!
