The input of all these agents on their area of expertise is given to the group and the group calculates and determines who is awarded the contract. Once awarded all documentation on the results of the analysis is provided to all those who submitted proposals where they can see how they were ranked in various categories and why. It is clear to everyone why it was scored as it was and the equation used to score it was detailed in the original RFP indicating what weight will be given for various factors. For instance Cost might be worth 30%, company stability might be 10%, Technical solution might be 40%, etc.
Afterward, losing proposers are given a window of time in which they can protest the award. In such cases the contract is put on hold until a different team can audit the team's decision. The cost of this audit must be paid by the protesting company, not to exceed a small percentage of the total contract. Sometimes companies will do this just to delay their competitors from doing business. The cost of protest is set to discourage this and recoup the taxpayers money for the cost of the audit. This process too is defined in the original RFP. None of the competing firms issued a protest at the time of the award.
It was investigated VERY thoroughly by the Democrats in an attempt to discover wrong-doing. They came up flat. You can read the report. I did at the time. I myself was suspicious. But there was nothing out of the ordinary. None of the scorers had any inexplicable transactions and none appeared to have had any contact with Cheney or anyone else they could determine. Cheney was likely never even aware who or how it was awarded.
