because up to this point The western alliance and their militaries all know regardless of their public rhetoric that Putin could have leveled all of the Ukraine in a week if Putin was actually fighting a real war where he wanted to conquer all of the Ukraine ....
and The western alliance is betting that Putin will allow Russia to be bogged down in a long drawn out quagmire .....
But if Putin actually used a tactical nuke on Kyiv and completely destroyed it .....
they would all be at the bargaining table the very next day ....
and that is a fact.
