Well, my views on that are complicated. I will try my best but you need to bear with me.
Capitalism is the most perfect structure of an economy as was proved by the failure of Socialism. Still, the winners have an obligation to those less fortunate and that would probably include the black community. It means that opportunity should be available for those at a disadvantage. There are noteworthy success stories in the black community and the race to the top for the best and brightest can leave many behind. Governments have a duty in my estimation to at least try to fight some of the injustices that exist. 
There are a mix of factors at play. Culture also plays a factor. You also can't just write off the less fortunate even while you should reward those who strive and work to become successful. This opportunity should be offered to everyone and the notion that you can neglect and write off a race as inferior In  Americans society today it has seemed to reach the point that even their lives don't matter. This is probably the worrying trend in American society and it makes me want to push back against such notions.
I was a basketball player in high school and had mostly black friends. I know the level of injustice that exists between the white and black community. How well you play chess is a factor in a somewhat fashion. Relegating hatred and lack of opportunity to an entire race is something I have also felt first hand. Trust me, you don't want to be black in America.  
 
Nothing is easier than defending the status quo.
