1. To sum up. The World Trade Center was engineered without the knowledge of the occupants for the two buildings to fall a certain way. Apparently the government cared how the towers fell and knew that the impact would cause an implosion and also wanted building 7 to fall. 2. The 2.3 trillion dollar comment was out of context. The government appropriated the defense budget after 9/11, not before. Rumsfeld was talking about outdated technology in the Pentagon. The Pentagon "wastes" 2.3 trillion dollars in outdated technology. Not that the Pentagon is missing 2.3 trillion dollars. Here's the full comments from Rumsfeld you are referring to. He meant that 2.3 trillion can not be tracked technologically, not "missing".
