The problem would be one of history. The Kiev Rus was settled in the late 900s AD and the Mexican/American border was set in its current form in the mid 1800s. The Cossaks probably consider those lands their homeland BUT it is in the internationally recognized border of Ukraine. That's the problem with annexation. There is international law that also applies. Some might argue against that but it is more beneficial than any of the alternatives IMHO.
Nothing is easier than defending the status quo.
