Provide opportunity to recast the political boundaries.
This short list has reasons enough, but there are most likely many more.
Biological weapons, chemical weapons, cyber weapons and atomic weapons.
This probably dissipates the zeal of Napoleon.
Nothing is easier than defending the status quo.
