Well you need sponsorship or apply through an application process for a Green Card. This usually allows only the top candidates into the process for US citizenship. Asylum seekers are also allowed and this is a common way for Ukrainian refugees to get into the US currently, Many south of the border have raised reservations on this at the Summit of the Americas recently and some even boycotted. Notice this is an application process and not a lottery although that might exist in some form I'm not aware of.
