Of course, north korea has no way to be CERTAIN that it's only for training. So they have to respond with a defensive posture - and this defensive posture allows the joint powers to observe, record, and learn.
For some reason that you may or may not be able to fathom, north korea doesn't appreciate these provocations. It takes them as a threat, for reasons I will not go into.
