Well they do have some navel assets in Syria and some air forces and missile bases there too. They could probably wage an air campaign but without ground forces the worst they could do is some hardware damage. Probably not worth it for Russia. Most of those assets are to prompt up Assad and squeeze some favoritism in the region. I think the last thing Putin would do is strike Israel over some sort of human rights designation when he's using his resources in his backyard for the glory of Russia. The international order and law is more of a Western thing.
