Well obviously that must be terrifying. I see your point too. Just remember I've been in situations where the police were on first call. Have I been in the middle of a Race Riot? Yes, just as it broke out - ended inside of 10 minutes. Started with 4 White girls being dragged out of the back of a pick-up truck by blacks. White guys jumped the blacks and beat them bloody with ax handles - turned into an race-riot frenzy in seconds. Cops? Nowhere to be found. Not before. Not after. Never a cop in sight. The incident was never even reported in the press. I was with a date going to go watch 4th of July fireworks when the riot broke out. I was armed - stayed inside of my locked car with my date. Didn't have to use the gun.
I can rattle off other times that cops were nowhere to be found when I've had situations with nefarious assholes. The bottom line - The Police do not protect individuals. Not during riots. Not during looting. Not during natural disasters. Almost never.
Nothing is easier than defending the status quo.
