Point 1: My grandfather was a Soviet Jew and the border where he lived between Russia / USSR and Ukraine fluctuated. So when it came time to draw new lines...who knew what was what. It was the same with the Candian / USA border. It got to a point where the GOVs said pick your citizenship and they from there.
