No.  Syria is a failed state because of over a decade of Russia's inept interference.  Israel and the US had little to do with Syria during this time-frame. Much less than what Russia was doing.  Now, Saudi Arabia was a major player in supporting Syrian rebel  forces who sought to overthrow the Assad's regime. Russia was propping up the Baath minority's brutal power regime devoting a huge amount of its resources to this endeavor.

Israel didn't see Assad as any better or worse than whatever new Islamic regime took its place.  All Israel really cared about was stopping Hezbollah and IRGC military installations inside of Syria.  Other than that, Israel eat popcorn until it got a hardon spotting IRGC logistics and weapons stockpiles.   The US was a bit more involved (ineffective) in trying to steer Syria to rid itself of all of this foreign influence, at the time, mostly because of our interests in Iraq.
