Well, you're geographically challenged, I see. Cuba is 80 miles from the US, so yes, I might consider Cuba a neighbor. Costa Rica and El Salvador - they are not neighbors of the US. Air miles, they are about 1,100 air miles away. Russia is closer to the US than that, and I don't consider Russia our neighbor.
