Good observation. That's an AC line. Yes, it looks new and I don't think its supposed to run over the top of the engine (over the engine cover) like that. You can see there's a new hose, which can only mean one of two explanations. The first is laughable on every level:
1. Tampon Timmy installed that hose, but left his engine compartment in that condition, in spite of the glaring contrast;
2. The service center installed it and was not paid to do more, nor inclined todo it for free.
