with price cap on rentals; inflation stops landlords from maintaining property. when low income people can not afford a service, governments have socialized them. schools and roads are an example. usa is a warmonger nation. so socializing shelters does not fit into the budget. only way to provide shelters for low income people is to let them sleep in boxes on the sidewalks.
