As long as they hold the right people responsible- the people in charge. Don't paint all officers with the same brush. If an officer disobeyed a direct order not to intervene, he would be terminated. Odds are, he has a family to support. Having said that, it would be difficult not to disobey orders when children are involved. But I've heard firsthand stories of orders not to save fellow officers during prison riots. They ended up dying.
