Would that include all past immigration? British, German, Irish, etc... ? It would be easy to get the criminal immigrants weeded out, just make a law that says they can't commit any crimes that are a burden to society for an agreed upon time like 15 to 30 years, excluding minor misdemeanours. If they do, and are convicted, deport them. I'm not sure of the existing immigration laws in the U.S. but doing what works and avoiding what doesn't is not that complicated. This is the fault of corrupt politicians serving the best interest of money in their pocket. Seems like that is always the case.
