For that the EC as it is isn’t necessary. EC votes could be apportioned without a “college” of people to cast them. That’s how it should be done. The Founder’s idea of a college was membership based not on party but on standing in the community with selection only of men of the highest respect in order to prevent the election of a dangerous demagogue who had swooned average voters. This idea seems laughable today and has been laughable since the mid 19th Century, but the right of EC members to vote for the candidate of their choice hasn’t yet affected a result.
Let the votes be distributed among the states the same and chuck the personal memberships.
