Louis 16 was a mild fellow - a reformer, FFS. One of the first things he did on accession was get rid of his granddad's measures that nutted parliament. He was regularly thwarted by parliament - more constrained by them than previous kings. He embraced the revolution and was titled "Restorer of French Liberty" by the Revolutionary National Assembly.
