If the 'Little Green Men' weren't there, it might have been meaningful.
The UN should/should of oversaw any 'Plebiscite'. 

The same goes for the Donbas region.  The UN should play a role rather than the destruction of Ukraine by Russia.
I can understand why the West is letting Putin drive a wedge between the once Slavic Brothers.
