I don't know exactly what determines the leakage/waste rate in either estimate over two decades apart but in any case that's a few olympic swimming pools worth (660,000 gal.) each and every day.

...and that's just the fresh water. 155million gals a day is pumped into the city.
Given you're an engineer, what would you recommend to fix this? (Legitimate question not sarcasm)
