I hazard a guess the closed loop ones require more expensive maintenance and construction, so the cheap builds are implemented wherever these "low tax" havens don't bother sending regulators to make sure...*checks notes*...the water is filled with strontium :rofl:   :rofl:   :rofl:  

It's kind of like how...AI data centers are supposed to generate their own electricity so they don't burden the general grid (Except they don't...they just leech off the general grid)...and then ChancelloR Musk was caught building these noxious gas turbines in Tennessee
