I would say your analysis is accurate but it is too late for Europe to make the pivot. They will likely try and fail.

It takes 15-20 years to build a viable MIC and not only is the European Union poorer than the United States (per capita), we are headed for a global recession next year that will feel like a depression.

Depressed tax revenues and increased, unsustainable spending increases (to build a MIC) will cause bond yields to skyrocket and threaten the viability of the monetary system. One of Trumps' handlers agenda was to loot the corpse known as the European economy. 

They won't recover from this for 30-50 years.
