2. lack of variety of jobs... Coal, restaurant, and retail are not the highest paying nor most exciting.
Companies are not moving in because the workforce is leaving and so starts the vicious cycle. WY has a similar dynamic. They have laws in the books to actively discourage development therefore the young people leave because there are no medium to high paying jobs to really lure them.
Yep. From what I have read, most of the "industry" in WV is coal or Federal jobs, the latter of which would probably pay more, but not be filled by locals.
