It could have a lot to do with the reputation of the locals too. The mountains of WV are a lot like the bayous of LA.

They don't take too kindly to "outsiders" moving in. That attitude alone can stymie an area's growth all by itself.

There are rural parts of quite a few States that fit that bill as well. In WV, it applies to pretty much the whole State.
