One of those cops likely had a beef with the guy. This was a gang action, not a police action.
I know back in the 80' and 90's the New Orleans cops were the biggest criminals on the street, and if you crossed them, something like this is what you got.
This is lack of leadership in the Department. A fish rots from the head down, not the tail up.
