I mean the guy deposited a check into the bank, or is living well with no apparent income and has paid no taxes.
Sounds like the IRS is just inferring that the person is making money somehow and not paying taxes.

Or, how does ATF or DHS seize large sums of money or property? They "infer" that it is drug money!
