Nowhere did he say we are going to take the oil, nor did he talk about taking the oil. He is basically saying they are securing the oil for the people of the region. He also said at some point we may make a deal but we haven't made a deal and we don't get any oil from Syria. You are looking to the part where he said we may make a deal in the future.
