He should be out, but unfortunately, it won't happen. It would be political suicide. It won't be touched. Politically, some things have to be ignored. It's no different than a huge portion of vets who abuse VA disability. It should be gutted and fixed, but it won't happen because it would be political suicide to "dO tHaT tO VeTeRanS".
