Yep, it says that, but there is no retribution against the Federal Government or those in charge for neglecting their duties.
I get it. You interpret the Constitution's preamble as a call to arms when the Feds refuse to defend the borders. And, you might be right. But, other than that, there is no procedure for forcing the Feds to do their job, remove the Feds from office or remove the offended state from the Union.
