That doesn’t mean 38 states will agree to amend the constitution.
It does hold promise for committees in Congress.
In my Christian Church growing up, the leader was the Superintendent of the Elders.
He was chosen in secret by the Elders, who also chose a First Elder as sort of a Vice President.
Elders were selected by the elders choosing to extend an invitation to a young deacon, who could elect or decline service as an elder.
How this was enforced was the doors were always unlocked.
Anybody could enter, or leave at any time. No one was ever expelled.
When the flock diminished the preacher was fired and another hired.
