There is no plausible deniability remotely possible to order a civil aviation flight downed with a missile.
It had a squawker, a black box, and was being controlled in English on a flight plan.

BTW, if Ukraine did it it’s part of war. Priggy was an enemy general on a private plane owned by the Wagner Group. He and that plane are fair game.
