The new test is the gun control law consistent with long held American traditions of gun control laws, and they mean waaaaaay back in 1790.

But in colonial America you might have had to get a permit for a gun from the local authorities. They didn’t want free blacks having guns, nor poor people. That’s a little more problematic.
