Georgia has a strange dual grand jury system.
What happened was the first, investigatory grand jury heard the case and recommends charges against 40 people.
Fani only has taken 19 to the second grand jury.
Of the 21 she did not all are easy to see why not,,,
Except Michael Flynn.
