Pelosi can't vote in the Senate. If Feinstein had given a proxy vote, she didn't, she gave it to a fellow senator.
Since Feinstein didn't know she was going to die, she couldn't have given her "proxy" vote to anyone. She has to fill out forms to do it and the proxy vote would go to the chairman or ranking member. NEVER to a member of the House of Representatives.
And that proxy can only go to a committee vote, not a floor vote.
