I belong to a city committee, and we're always brainstorming ideas.  Most are small because we're local.  But if we're all doing a mundane task, then we just throw out ideas.

The other day, the idea was replacing the donkey.  One guy said the zebra.  He said refs in games are called zebras because of their black and white striped uniforms.  He further said that refs/zebras are neutral and that could represent bipartisanship.
