Highways are infrastructure.
Auto manufacturers were putting in seat belts long before gov even discussed it. GM did the first crash test in the 1930s, long before NHTSA. Tucker put in the first padded dashboard right after world war 2. This was a generation before government mandated it. Saab made a safety cage around the same time. And on and on.
