Yes, China has and continues to partner with countries worldwide toward sustainable development projects involving everything from agriculture to seaports to high-speed rail. And all without any World Bank or IMF-like strings attached that have destroyed several countries around the world. And yes, China hasn't fought a single war in forty-five years. And even that was a border skirmish rather than a cowardly grab for oil conducted halfway around the globe. Despite ever-increasing U.S. saber rattling, China seeks to bully no one, spending less than a quarter of what the U.S. spends on its military. 

As for infrastructure, yes, China's infrastructure improvements over the past forty years, particularly the last twenty, can be described as nothing less than awe-inspiring. I have traveled to China many times over the past thirty-five years, living and working in Shenzhen for three years, and I know firsthand that nothing in the U.S. compares. 
I've ridden the 268 mph Shanghai Maglez train with its vibrationless ride, luxurious egg chairs, and near-spotless and crime-free conditions. I have spent time in the Guizhou Province marveling at its 30,000 bridges, not one of which is in disrepair, unlike the U.S., Britain, and many other capitalist nations. 

China's problems concerning infrastructure and social services stem from the extremely rapid growth in the number of middle-income or "middle-class" workers. Currently standing at roughly 500 million people, officials often need help keeping pace with needed infrastructure and public services growth. For example, even though more than 5,000 miles of fabulously well-built freeways are added yearly, they still need to build more. 
Hospital understaffing is another problem. Again, with the rapidly expanding number of middle-income workers putting pressure on the mostly privately owned hospital, pharmaceutical, and medical device system, the number of physicians, nurses, and other medical professionals must catch up. There are also problems with China's medical insurance fund, and it's anything but standardized insurance reimbursement practices. Those problems are especially acute in rural areas. 

Nonetheless, generally speaking, China's infrastructure and social services system ranks among the world's finest, and it is only getting better, unlike here in the U.S. and many other capitalist societies. 
Anecdotally, I have not found a single complaint about China's infrastructure and public services, not even while I worked there. And never have I felt unsafe while in China. 

Yes, China is the proverbial adult in the world. Its work in Panama and its related work worldwide demonstrates that, despite the ceaseless disinformation campaign against China, the world should wish to emulate it. China is the world's leader vis-a-vis poverty alleviation, green development, renewable energy, biodiversity protection, etc. 
The British government has the Department of Leveling Up, which ostensibly intends to improve life for Brits living in the depressed portions of England, mainly northern and western England, which suffer from crumbling infrastructure and poor public services. But, from what I've been told and from what little I've seen, nothing ever happens. The British government's Department of Leveling Up is little more than a rhetorical device. 

On the other hand, the Chinese government has vastly improved infrastructure and public services for hundreds of millions of its citizens over the past twenty years. It has demonstrated that improving people's lives is a relatively easy task when it is a governmental priority, unlike here in the U.S.
