There should have been but the problem is that many of these laws are being passed so quickly and are so poorly and vaguely written that doctors are not sure what is or is not legal.
Also they are being intimidated by the threats of fines, losing their medical licenses or going to jail.
And women are paying the price for that.
Like Bammycare, laws get pushed when a window of opportunity opens.
Nobody read that mess until it was instituted.
Most people don't understand it now, 10+ years later.
As CP alluded to: The messy parts have to be sorted out on the fly.

If I were a woman who was forced to carry a dead fetus in my uterus I might just hyperventilate about that.
