First, you would have to define moral. Is a butcher moral? He provides meat for the community, but he slaughters innocent animals. And the if the butcher of innocent animals is moral, is the butcher of guilty men not moral?
Second, we would need a moral president. That way we could falsify or validate your argument.
Finally, we would have to define "good" president - and agree on the definition.
