She/he/it is right to a point, every time Ukraine moves to develop their energy resources, Russian invades. (If there's a weak democrat president in the US) Russia doesn't want to develop Ukraine resources, so much as it wants to maintain it's dominance over the European oil supply. Russia is slightly larger than the area in your map. In fact - and you can google this, - it's the biggest country on Earth. It HAS resources. Historically, the challenge has been getting TO them - not getting them.
