1977 through 1980 (4.6 + 5.6 + 3.2 + -0.2) / 4 = 3.4
1978 through 1981 (5.6 + 3.2 + -0.2 + 2.6) / 4 = 2.8
According to your own graph, in order to get a 3.4% gdp, Carter took an economy running at 4.6% and handed it off at -0.2%
