In his State of the Union Address of Jan 1944, FDR proposed a Second Bill of Rights in which that guiding principle "Promote The General Welfare" of the
Preamble could finally come to fruition.

FDR's Second Bill of Rights was never voted into law in the United States. It was however, hugely influential abroad and many nations have implemented these principles for their citizens. They are the Social Democracies and include Scandinavia, New Zealand, Singapore, Canada and others.
In the 78 years since the FDR administration, the US has regressed far to the Right. But the FDR era is still an important part of US history and its legacy is not forgotten.
